No. They have more and better military tech and power in all aspects, navy/ air force/ army, etc. Russia more diplomatic heft. They setup the deal between the Saudis and Iran. They setup the rapprochement between Syria and the Arab, Turk states. Russia pushing France out of Africa. Russia has every commodity and it's a commodity resource super power. Russia has better energy technology and is an energy super power. Russia has higher standard of living and higher gdp/ capita.

I'm not saying Russia is weak, just not as powerful as China, which has ten times the population, 28% of the world's manufacturing output and will soon have the world reserve currency. It's not even a fair comparison.
I'd definitely rather live in Russia than China though.
