Putin is correct. The West constantly hoped that the USSR would collapse, while not really doing very much to make it happen. At the same time, the propaganda in Western media was that the Soviets were taking active covert measures to bring down the West. It was a surprise to everyone when the Berlin Wall came down. Nobody on either side expected it to happen, except the guy with bird poop on his head. And it was extremely disruptive. For half a century American policy had been based on a vast Evil Empire that must be opposed. Then, overnight, the Evil Empire was gone. Nobodyi know how to handle it. They brought in the War on Drugs as the next great Evil Empire, but that didn't really fly, so they dropped it. Then they adopted Islamic Terrorism, and that gave them the excuse to bring in the Patriot Act and Homeland Security. The US government really needed another Evil Empire. 9-11 give it to them. They were so happy to have another great evil to confront.

I think the fall was semi orchestrated, you can’t be fighting commies while putting commie policies in place. Where did all the commies and their compatriots go? The green movement for the most part.
