Tying fuel efficiency standards to wheel base is even worse. As a consumer, I have at least some interest in not dying in a crash and conceivably am willing to pay for safety features. However, if I want a metaphorical V8 on a go-cart (easy terms, no money down), big daddy government wont allow it because it cant meet fuel efficacy standards for that wheelbase. But if I buy a larger, heavier vehicle...that's fine because the ginormous wheelbase meets lesser fuel efficacy standards.
