You can scan it with your photo app, it will decode it and tell you where it links before clicking it. Just don't open the link ;)

How am I supposed to scan QR code with my phone...if I'm using my phone to view the QR code? (The solution is probably obvious and I'm just not seeing it)

I've never seen this before, but I think it's only displayed on desktop/laptop (maybe tablets?).

Reminds me YouTube and Instagram links that are "shared". Everything after the "?" Is just code to tell YouTube or Instagram who sent the link, from where, and on what device.

I wouldn't be surprised if the QR code did something similar.
