Keep in mind the 13/50 is wrong. Adjusted for age and sex, it's around 4%. And the 50% is only those caught.

Hispanics commit a lot of crime and thier numbers have grown a lot, while the black population has not. It is not unreasonable to assume that Mexicans and Puerto Ricans alone account for 25%
