Most of these costs are education, prison, public housing, food stamps, destruction of public property, public defender's salaries.

Paid for by taxes imposed by the government. Bigger fish...

If they did not have those tax funded resources they would not fair nearly as well as they do now. Most would fall in line the rest would kill each other off.
