If the molten layer is slowing down, causing a weaker electric field, it would drag on the outer edge of the planet and slow us down.
Unless you can prove that either:
the iron inside the molten layer has moved towards the surface of the earth because we use too much electricity across the planet, so it's not as effective at rubbing up the core (which is possible) or:
That the molten layer is ejecting iron particles into the crust, without absorbing it back in through the plates, because humans are mining the shit out of it (also possible) or:
the molten layer is spinning slower inside, generating a weaker field (possible but would slow the planet's spin).
then I will 100% say it's bullshit until you can prove it.
