She wants to climb that ladder.
If she should someday become Top Cop then she might, just maybe, make as much as her husband makes presently. That's what is so galling about this, we have a White guy who is pulling in a six-figure salary and wants to have kids, yet he remains childless because his wife has been saying "Maybe in 5 years" for the better part of a decade now.
