That's one of Geisel's wartime cartoons, and the Japanese were the threat then. Using the word "Honorable" also seems to indicate that it's a Japanese thing.
Chinese of his era were usually drawn with a queue, the pigtail hairstyle of the Qing Dynasty era, and/or with one of those tall skullcaps.
There's an article at https://apjjf.org/2017/16/Minear.html that talks about this particular drawing, it states:
Most notorious is his cartoon of February 13, 1942. It is titled “Waiting for the Signal From Home…,” and it depicts a mass of stereotyped “Japs” marching from Washington and Oregon and California to pick up blocks of TNT from a structure labeled “Honorable 5th Column.” On the roof another “Jap” with a telescope peers out across the ocean.
