That's one of Geisel's wartime cartoons, and the Japanese were the threat then. Using the word "Honorable" also seems to indicate that it's a Japanese thing. Chinese of his era were usually drawn with a queue, the pigtail hairstyle of the Qing Dynasty era, and/or with one of those tall skullcaps.
