Except I do think some of them wouldn't mind wiping problem areas off the map. Massive depopulation, people cordoned into urban centers connected by travel corridors crossing the wasteland. They'd be fucked for food production eventually but reason doesn't seem to slow their roll. But the points are all good. Unless an area is completely obliterated, small arms are extremely effective at resisting occupation.
