The cold version of the 'heat index' is the 'wind chill' factor. Both are pseudo-scientific terms for the effect that other factors have on the way you feel temperature.
Humidity lessens your ability to sweat (and therefore cool down) so if it's hot and the humidity is high, they claim it "feels like" it's hotter. Wind strips the heat from your body making cold temperatures 'feel' colder. I know you know this, but I am trying to agree with you and explain their 'reasoning' at the same time.
Basically, they're reporting on feelings instead of temperature because it drives views and clicks.
What really chaps by backside is the scare tactics they use when reporting the weather.

Yeah I totally forgot about wind chill. Probably because I haven't watched any local news in forever. Wind and cold can get pretty fierce.
