Step 1: Write the Bill This will require you reading lots of other bills. Match the tone. It doesn't have to be perfect, because you'll need to pay someone to rewrite it. Step 2: Fundraising Kickstarter, GoFundMe... any and all avenues. I hear some people sell pizza and hot dogs. Step 3: Signatures/Representative Once you have it written your bill (I can't remember if it's signatures or representative, first), but it will need sigantures to make it to committee. Step 4: Committee If it passes the Committee, it, then, gets voted on. You'll have to babysit the thing the whole way up and raise awareness throughout the process to the right people.
