Banning advertising, in general, is amazing when it is implemented into policy. Ever been to a city, state or country where there are no Billboards? Huge quality of life improvement. Now imagine if nobody was allowed to spy on you and advertise at you with the data? Imagine a life with no advertisements.

You start by gathering signatures.

Step 1: Write the Bill

This will require you reading lots of other bills. Match the tone. It doesn't have to be perfect, because you'll need to pay someone to rewrite it.

Step 2: Fundraising

Kickstarter, GoFundMe... any and all avenues. I hear some people sell pizza and hot dogs.

Step 3: Signatures/Representative

Once you have it written your bill (I can't remember if it's signatures or representative, first), but it will need sigantures to make it to committee.

Step 4: Committee

If it passes the Committee, it, then, gets voted on.

You'll have to babysit the thing the whole way up and raise awareness throughout the process to the right people.
