Now imagine if nobody was allowed to spy on you and advertise at you with the data? Imagine a life with no advertisements.

Step 2: Fundraising
Kickstarter, GoFundMe... any and all avenues. I hear some people sell pizza and hot dogs.
Step 3: Signatures/Representative
Once you have it written your bill (I can't remember if it's signatures or representative, first), but it will need sigantures to make it to committee.
Step 4: Committee
If it passes the Committee, it, then, gets voted on.
You'll have to babysit the thing the whole way up and raise awareness throughout the process to the right people.
