That seems like overkill. As if enough people are going to show up (in freezing rain to an inauguration that's not taking place there) to warrant that many soldiers. That's like an invasion defense force. Look at last year when Trump had soldiers protecting the Lincoln memorial when there were tens if not hundreds of thousands of people there threatening to ransack DC, wasn't anywhere close to that many soldiers
