The key word being "People".
The way it's worded is also important. They've been doing this for years. Slowly changing the wording of laws by means of normalization and subversion. Won't be long before all the laws refer to us as "things".
Notice it's not "Mentally I'll people" or "undocumented people". Putting "people" after an adjective would make it a specific group. By putting "people" first they are referring to a subset of "all of us". They are slowly replacing Men/Women with People/Person

There was a time when employees were called "personnel." That evolved into "human resources." Now, we're at "human capital."
We are nothing but objects to ""them."
