You are technically correct. I'm looking at it from a systems perspective, and that system was put in place after 2009 . That system includes not only the machines but every other aspect of elections which were basically federalized right before BHO left office in 2017, when they were made critical infrastructure. This allowed a degree of centralized control that is not capable with machines alone.

But I agree that the machines are definitely a problem.
