Well Congress can control special appropriation funding -- and we've heard they aren't going to fund this farce......but I think the DOJ can move money and resources around without Congress. Ultimately the control is with corrupt Merrick Garland.

And this is one of the central dysfunctions of the federal government. The DOJ will never investigate the executive branch of the same party.

Now, shame on me for not researching this myself... but founding fathers had to have addressed this possibility in some way? At least some discussion in the Federalist or Anti-Federalist papers.
