Probably used a laser printer with toner susceptible to high level UV light; then scanning with high ultra-violet light levels. Works every time. No doubt (((die judenscheissuntermenschen))) discovered and implemented this.

So attempting to run the ballots through multiple times because of machine failures causes the ballots degrade faster. Wonder how many were completely unreadable after being dropped in a box by voters who couldn't wait...
