There might, and that's a small might, be a few congressman and senators that are not a part of it, and are really trying to do a good job, but the establishment uses them and makes fun of them. That makes them ineffective.

I agree that a lot of them, especially newer members, don’t even realize that they’re working toward a specific agenda, but they’re only allowed to win elections if they do or will support the “important” issues when they come up. Any actual dissident from the central agenda will be obliterated by funding for their opponent during any given election, if not just outright cheated out of their seat
