It's their job to follow orders. No soldier will take action without first being given orders.

Until a high-ranking, well-liked officer starts making some moves, nothing will change. The moment a general pops up and says "We have to save the country!", he'll be asked to resign as an "extremist". If he refuses, he'll be arrested/killed for sedition.

And those kinds of officers have been purged over the last decades. The covid shot hoax was the final nail in the coffin- removed thousands of good soldiers, marines, airmen, and sailors because they didn't trust the shot. So they're left with a group of absolutely compliant troops.
