All numbers are rounded to that nearest thousand. The district I live in has a population of 701,000 people. The winner had 76,000 votes and the loser had 46,000. That's 112,000 people that voted out of a district with 701,000 people.
Go look at the actual numbers that voted each and compare it to that district's population. There is no way I live in a district with 589,000 ineligible voters.
