Often happens that railroad crews reach their Federal maximum hours in some remote place due to delays on congested rail lines. They are forced to stop and wait for new crews to be driven to their location to resume service. Just government regulation improving the efficiency and economy of business as always.
I hope that's the case, but having driven this way over the years, it seemed odd there were several togethed, and some hadn't moved over days.
They also like to store empty stock on sidings in the desert because metal lasts for centuries out there without getting rusted or vandalized. If there were no locomotives, that may be what you were seeing.
