This is actually a red herring. Trump retains his clearance for the highest level of classification. He has a SCIF at Mar-a-Largo. He can have all the classified documents he wants. He would have to have been red out from a program not to be able to keep the info. But that never happens with a President. There are lots of small defense contractors that have safes, etc. in their home or office that are cleared for classified materials. The declass deal really is about making it available to the public later and it moves it into admissible evidence against the DS.
