This is actually a red herring. Trump retains his clearance for the highest level of classification. He has a SCIF at Mar-a-Largo. He can have all the classified documents he wants. He would have to have been red out from a program not to be able to keep the info. But that never happens with a President. There are lots of small defense contractors that have safes, etc. in their home or office that are cleared for classified materials.

The declass deal really is about making it available to the public later and it moves it into admissible evidence against the DS.

When it involves the President who can declassify documents at will, who has the burden to prove the documents remain classified. Perhaps the greatest example a President has regarding the power to declassify is when, in conversation with a foreign head of state, the President can reveal classified information at will on the fly in a conversation. He doesn't need to declasify the information in advance or inform anyone beforehand. It's his exclusive prerogative. This is what makes the Mar-a-Lago accusations so stupid. DoJ knows full well they do not have a leg to stand on. I think DoJ is only doing it for public propaganda and playing to their base.
