If the Q drops were done by what they call government "intelligence" people, then it was amazingly well done.
We know the Clowns In America do these sorts of things. Just look at the flat earth movement as an example. The literature is really well thought out and convincing, on the surface. A lot of researchers admit they were initially intrigued before they thought it all out. If you do a search, you will find slick, well produced (and funded) web sites with professional quality videos promoting this insane idea, and making it seem plausible to the sort of people who went to public school in America. Who has the money and brainpower to conduct such an operation?
Another possible operation of this sort is the Secret Space Program (SSP) as promoted by David Wilcock and Corey Goode.
I have watched David for a long time, because of similar spiritual interests and also interest in the UFO phenomena. David would relate some amazing stories given to him by various unnamed "insiders." I was always absolutely convinced of David's sincerity, but I often wondered if he was being misled by these insiders he was in contact with.
Then David introduced Cory Goode, and his amazing tales of participating in an incredibly advanced secret government space program. I was subscribed to Gaia TV at the time, and I watched just about every episode of Corey's ongoing revelations of this incredible story. Corey seemed sincere. I had a number of people sit down and watch the first two or so episodes of Corey's revelations, and every one of them said the same thing. They all said it seemed obvious that Corey sincerely believed what he was saying. But is it real? Corey related being in some kind of government training program starting when he was still a child. This was apparently the training for his future participation in the SSP. Or was it? It could also be that he was in a program that hypnotized and brainwashed him in to BELIEVING he was in a SSP, so that he would be able to convincingly tell an amazing scifi story as if it was real.
The thing is, this is a really well written story that he tells. If one person was able to write fiction like this, he would be a successful scifi author, and could have spawned probably eight or ten blockbuster scifi movies by now. The story is really really good if you like scifi. And the story is just plausible enough to have many people believing it. And honestly, I don't think Corey is smart enough to be the author.
My whole point is that if the Corey Goode SSP story is fiction, it seems to be put together by a team of well financed talent, not just one person. Like something done by an agency with a history of creating intricate false narratives. I don't know what to believe any more, and I'm willing to consider the idea that the whole Q operation is fake. But that opens up another whole big discussion.

Mk Ultra was a program primarily aimed at mind control. It involved many different methods that were all extensively thought out and studied by psychologists. Much of it has been kept secret, but of what we do know, they tried physical torture of children, drugging people against their knowledge with LSD and other unknown drugs (leading to at least one suicide), and developing the psychological torture techniques on display at Abu Ghraib. Several times they tried to train assassins such as to kill Yasser Arafat, and I remember hearing somewhere that Sirhan Sirhan had connections to MK Ultra too. The point of the torture is not to get some information, it's to psychologically break and mold someone to their liking, like sleep depriving Bradley Manning until he agrees with them that he's actually Chelsea. It, like hypnosis, doesn't work on everyone, but it works on enough people that it can't be discounted.
If the government had a secret space program, they'd be crowing to the skies about their advanced technologies. They'd be planting flags on Mars and talking about their brilliant jewish scientists that made it all possible. They'd have every reason to reveal it or parts of it, just as they have every reason to want people to think they have it now.
