It is part of the Treasury Dept and reports to Ways and Means, the House, Congress and the president... As far as I know, all of those bodies can reshape it through their actions. They can disarm the IRS. They can resize it. Just because it's been turned into a military force doesn't mean it can't become the accounting branch again. It just takes the will of government.
So, hopefully, a new administration makes this nonsense go away. It will be a popular move with voters, so I would think there would be motivation to cut them back down. See what happens.
