If your state has a DOJ or FBI office in it, by defacto, the FBI has been granted operational authority. They do not require gov approval for specific actions as they have already been granted approval. Strange you're asking about Desantis. Do you have any proof the FBI consulted with the gov's office prior to the attack?
We can only speculate it was ten days prior where this was in motion. I would not anticipate Desantis being informed as things have been clearly heated in the public. Its the article and his background history that leads me to question his allegience. Mar A Lago is suppose to have a no fly above or around it, that was clearly violated and not enforced. Knowing you have a rouged agency National Gaurd would be employed to protect against Rogue activity, which this is.
No fly zones are controlled by the FAA and enforced by the military/feds. A fed need only file with the FAA declaring operational authority. Again, requires no contact with state authorities.
