My opinion /observation is that psychopaths and narcissists in power like to put their enemies through what they themselves deserve so that they can watch and take pleasure in their innocent victim's suffering. It makes them believe that they are virtuous because they didn't get consequences. Then if some consequences are brought against them for what they do, they can mimic how the innocent reacted to continue their image and manipulations.
