They are not going to be able to control the open-source arms race that will develop in AI.
The network effect is part of what is accelerating the development of AI. Remove or censor that and you end up with permanent AI winter.
State can't have their cake and eat it too weapons and use them too, not without the public having
the same kind of access to code and data.
It's this very synthesis of mass public input from so many new researchers thats driving the current progress. Remove that, or a few key players behind some of the innovations, and it all grinds to a halt.
High-quality training data and architecture replication are a bitch!
