This theory doesn't hold up for me. Surely these incredibly powerful and well-connected individuals wouldn't be doing their own dirty work in public. It's like Moriarty turning up to confront Sherlock Holmes in Baker Street in the first act instead of sending one of his expendable minions. I'm sure Maxwell or the Podestas employ enough low-level workers who can procure little children for them without them ever being seen within a thousand square miles of the place in question.
