Like most foreign countries, you can only purchase a lease on property in mexico. I think it's like 90 years max. With that said, mexico is corrupt as hell and if you pay off the right people, you can definitely buy land there. So it's only limited to somewhat wealthy citizens, and I doubt normies would be able to buy land
