IMHO, the US education system is too far gone to save. It's going to cost too much money and there are too many embedded interests (teacher unions for one), that will resist you at every turn.
Answer? Homeschool or bring back the one-room schoolhouse where parents come in and help the one teacher with her 5 to 15 students of varying ages.
