Thats because it was tardsauce for those thirsty for doomporn.
Not that the government wouldn't use large well-lit buildings, or parking lots of public places, for quarantine, refugee, or 'evac' camps.
Just that it was more about collecting data about the public response, to feed into their models, than it ever was a real plan.
