Cities are secondary targets, once you have damaged the ability to retaliate and destroyed the infratructure, you then damage their ability to rebuild and that means killing as many people as possible. It's entirely possible that livestock/agriculture/water is also a target
Perhaps they haven't considered just how much of a national burden NYC niggers are, but if they kill a few useful Whites then it will be worth it to them
You only need one warhead to make a city and all that industry/government it contains to make it unusable, they are all very legitimate targets Like once you have removed nigger access to free gibs then you have created your own feral army within the targets own country, who will try and kill everyone else.
