Where did the money go? My guess is the vast majority of the money went to unmarked offshore accounts.

Understand how military aid works. A country is given "aid" payments, they then immediately use that money to buy arms from MIC corporations. This is not aid to a country, this is a government giving money to MIC corporations by proxy, the same MIC corporations that spend a fraction of what they get "lobbying" in support of aid to the afore mentioned countries.

War Is A Racket!

The country receiving the aid doesn't use it to pay off debts, it likely can't (under the terms of the aid), and the lenders do not want the debt to be paid off. The lenders want the country (just as they want any borrower) to be just able to make the interest payments on the debt. Remember, the lender did not actually lend them anything, the money that was lent was created ex nihilo at the instant that the load was created. Payment of the loan principal causes the annihilation of that created money (it vanishes back into the aether from whence it came), but payment of the interest is just pure profit for the lender. This is usury, and for the majority of history has been illegal and usually punishable by death.
