Wow, did not know that. I was sure that they had to be prosecuted with at least one felony (felonies....) before a pardon. Otherwise if there is no prosecution of a crime yet in place, what does the president give a pardon for? You just can't pardon in perpetuity for a crime you may have committed.

"You just can't pardon in perpetuity for a crime you may have committed." The President can pardon anyone who has committed a crime. Even if they have not been prosecuted.
