Man doesn't have the resources to change the weather for any length of time. One blast of a volcano, or a cold front moving in from the poles, or a "pineapple express front moving in from the pacific would cancel anything man tried to do. The problem with people is most have no idea the size of the earth, the depth of the oceans and the insignificance of man.(Even a plane loaded with 300,000 lbs of aerosol is insignificant).
The southwest isn't experiencing any more of drought then it has in the past. Politicians have built up that area of the country and outstripped it's water resources. Just like opening up the borders when there is a "pandemic" or food crisis coming. Those in power just chase the money and power. The southwest is about to find out what the piper charges.

Spent time with a friend who lives near a CA water reservoir that is filled by northern snow melt... Said she's never seen it so full! Yet, we're told to only water once a week!
I think there should be a class action suit against the power and water companies for denying what people are paying them for, and not maintaining the infrastructure to produce it.
