Of course they have been, Russia invaded in 2014 and they wanted to be ready for the next invasion. By handing Ukraine all the spare weapons, the USA can fight a proxy war that is exhausting Russia's weaponry, lowering her strength, and humiliating her in the eyes of international peers... without actually risking the lives of any of our people. The might of the Russian military has been revealed to be a paper tiger in front of the entire world and they are now a laughingstock. (On reddit, there was a link yesterday to Putin threatening to take Alaska away from the USA... it was met with thousands of comments... total disdain, jeers, and taunts. Nobody believes his threats any more.)

Just as a side note, the OP posted a link to rt.com which is a Russian propaganda news outlet.
