If you pay taxes and work a job, legally, you should get to vote in your local city.
That would be "legal resident alien" status.
If you are a ward of the state (how it is worded on government documents but it means you're on welfare), you should not get to vote even if you are a legal resident alien.
This is my take.
State and national elections should be reserved for US Citizens of Upright Standing. Meaning, no active parole and not currently incarcerated.
If anyone disagrees with allowing job holding, tax paying, legal resident aliens to vote in city elections/issues, please tell me why. Convince me to change my mind. I have not read any good arguments for why but I haven't heard very many arguments at all.
