More than likely he caught this guy in the pelvis (hence the screaming, and dude is fucked for life). Lifelong injury combined with a video showing a deliberate non lethal use of a firearm could expose this otherwise good-shoot shooter to liability.

It is highly unlikely that you can be held liable to the victims damages and fe fees, in case of justified self defence..
