I propose that they didn't ignore it at all. They knew it was there from the very start, buried among lots of technical language and double speak and Authorised the License for it's use anyway. While also colluding with the Pharmaceutical companies to prevent the public from accessing the raw clinical data showing they knew it.
It was deliberate malice rather than ignorance.
