Of course liberals can't conceive of the fact that the free market could solve this problem immediately. Right now farmers pay less than a thousandth of what a homeowner pays for water. And 90% of the time a "farmer" means a corporate entity. They have little financial incentive to conserve. Just charge everyone the same rate for water and the market (meaning the people) will sort it out on their own with no government intervention required.

It's the government's intervention setting different water rates for different users that created this problem in the first place.
