Just goes to show you can't do shit without trust, there's no possible compromise, and trust in anything .gov is long gone I think. Sure you still have a sucker born everyday but overall, the brand is irremediably damaged to put it simply, which isn't necessarily a bad thing in the end

I was thinking of NY state's concealed carry license. There is one woman who's job it is to issue those licenses. She has been in the job for years and has never issued one. All applications are thrown right in the trash because rejecting them would allow legal challenge. (This is from memory, from a few years ago, so you might want to check if she's still there.)
