mRNA vaccines literally could not exist then because they rely on nanotechnology that did not exist in 1980s to deliver their payload. It was not feasible as a vaccine until the mid-2000s when we had the nanoparticle technology to diffuse lipids and encapsulate the mRNA payloads to deliver them to human cells such that they could illicit an immunological response via mRNA protein manufacturing in the cells (note: not DNA, RNA. DNA vaccines are a completely different product).
To be exact, it took until 2015 that we had an mRNA vaccine FINALLY ready for testing because it took that long to perfect the nanoparticle technology.
What you're referring to is Robert Malone mixing some lipids with mRNA which is not at all a precursor to mRNA vaccines despite his claims.

This is also disinformation. It commits the logical fallacy of 'appeal to emotion' by making it seem like these drugs are unique, different, and spooky when that's not the case at all. All drugs go through testing phases like this and candidates ruled out.
