It's not an AI, it's Satan (or you can use another name for the conscious intelligence of evil in the world). We don't know it's origin, but it is definitely providing the guidance for what is happening around us, because it makes no rational sense and is suicidal. Individual men are not at the top. It's some malign collective intelligence intent on knocking the human race back into the dark ages.
