It's not mismanagement. It's part of the plan to extract huge profits from the electricity market and it's exactly what Enron did after shutting down San onofre nuclear plant in California and causing brownouts. The governor of California scrambled to buy electricity at any cost and locked in something like a 5-year contract at 10 times the normal price causing Enron to make huge profits. There is literally a leaked tape of the phone call of Enron telling San onofre to shut down for some fake repair work. It was presented in the movie called "the smartest guys in the room" about enron.
This is the "Deathstar" strategy design by Enron electricity traders if I am not mistaken.
