What Project Looking Glass actually is: Psychohistory is a fictional science in Isaac Asimov's Foundation universe which combines history, sociology, and mathematical statistics to make general predictions about the future behavior of very large groups of people, such as the Galactic Empire. It was first introduced in the four short stories (1942–1944) which would later be collected as the 1951 novel Foundation.
It is no longer science fiction. I know because I've watched a documentary of the scientist who created it and the mathematical models and stated the DoD was his largest customer. A year later all of the documentaries and papers were purged and he disappeared.
If you want to believe in time travel, fine, but time travel isn't Project Looking Glass.

That is Looking Glass. You may imagine there are other projects, and there may well be, but this is Project Looking Glass.
You can make up whatever cover story you want to believe is relevant.
There are books written, and hours of testimony about the real project looking glass. All you have is an unworkable idea from a 1950s scifi novel which is being promoted as a cover-up of the real deal. Try again.
