Corrupt the Census to affect the redistribution of congressional seats
Corrupt the voter registration rolls in terms of generating additional legal ballots that can then be voted
Generate ghost voters whose ballots can then be voted - can there actually be 50 voters at a residence that the owners who have lived there for 20 years don't know about?
Vote by mail - so that you don't need to see who is voting, and don't match ballot signatures
Corrupt the election management systems that count the ballots
