Anyone. Anyone can perform a WhoIS search. It proves nothing, much less a crime of any type.

What were they trying to prove I guess was really my question.

They said that Trump was communicating with Russia using a "super secret domain name". All Trump's domain names contain the name Trump and can publicly be found using "WhoIs". No criminal trying to keep anything secret uses their own name. That's why the FBI cyber guy said the Sussman white paper was written by someone who was insane. He also said Russia has far more sophisticated means for hiding comms.
